For reasons I don't want to get into here, we don't want the contents of the cart to be persisted between users' visits to our site. Is there any way to switch this behaviour off?

This is an odd request and I don't think there is a simple way to turn off behavior.  It will require some custom development. Sorry I couldn't be more helpful.

Open web.config file for the public store and set expires to "-1" at this line:
