The maintenance service is not working properly on ECF v3.0.12.32203

I have deleted the service using Sql server Enterprise Manager and created a new one. The start date & time was set correctly. But the service does not execute. The history is empty. The appropriate dll file exists both on everythingstore and CommerceManager folder. I have assigned to the file read & read and execure rights for: network service account.

The values that this service uses are: Time Lapse 1 (normaly this value is set to 1440), Retry Time Lapse 1, Retain Schedule History 10, Remove unfinished orders every1, Clean up old shopping carts 14, Remove credit card info 7.

Am I missing something?

Please advise me accordingly.
