Hello Katzraya,

You will need to provide more information on how you want to apply this discount. But from what I  understand, it is not possible to create a shipping method and apply a percentage discount.  Out of the box, the only discount available is free shipping, which can be applied to a particular shipping method you create. And you can setup which skus qualify for free shipping.
